The Government has today released the Terms of Reference for an independent review of South Australia’s workers compensation scheme, delivering on a key commitment made at the 2026 State Election.
The review will inquire into and report on the effectiveness of the Return to Work Scheme in meeting its objectives, with the aim of ensuring it provides the best support to injured workers while continuing to keep costs to employers within reasonable financial limits.
The review will be conducted by an independent expert panel of three members.
- Peter Hannon (Chair) is a retired Judge of the South Australian Employment Tribunal and its predecessor the South Australian Workers Compensation Tribunal. He has significant experience dealing with disputes across different iterations of South Australian workers compensation legislation.
- Simon Blewett SC is a highly respected barrister specialising in employment, industrial relations, and workers compensation law.
- Andrew Smith is a qualified actuary and managing director of Scyne Advisory. He has provided actuarial advice on a wide range of statutory compensation schemes across Australia including workers compensation, dust diseases, and motor vehicle accidents.
Under the Terms of Reference, the Scheme must continue to operate sustainably within an average premium rate that does not exceed 2.0%, consistent with its existing financial parameters.
The independent review will be conducted over the next 12 months and will report to the Minister for Industrial Relations by the end of November 2027.
